The main purpose of the Turk Reach KKDIK regulation is to ensure a high level of protection for human health and the environment and to regulate the administrative and technical procedures and principles regarding "REGISTRATION", "EVALUATION", "PERMIT" and "RESTRICTION" of chemicals.

In this context, registration is required for the substance that manufactured in Turkey or imported into Turkey, are 1 tone or more which are by itself or in a mixture.
At the same time, article producers and article importers have registration and notification obligations regarding the substances in articles.

KKDIK envisages a pre-registration process and a Substance Information Exchange Forum called MBDF, very similar to the formation of SIEF.

Deadline for registration will be the same for all substances pre-registered and a 3 years’ time frame is envisaged for the registration period.

The Regulation has defined the parties that will fulfill the registration (MBDF) obligation as "Manufacturer", "Importer" and "Downstream User" and set the deadline for the completion of registrations as 31.12.2023.

Unregistered substances cannot be manufactured and / or imported as of 01.01.2024 and therefore cannot be placed on the market.

Registrations will be made through the EÇBS system of the Ministry of Environment and Urbanization, and the deadline for submitting the Preliminary Substance Information Exchange Forms, which is the first stage of the registration process, is 31.12.2020.
